Global MGM MIRAGE seeks partners in Thailand to expand gambling

Prime Minister Thaksin Shinawatra's office said in a statement, "MGM MIRAGE, the second-largest casino operator in the United States, is looking for a Thai partner to set up a casino in the Southeast Asian country."

Thanksin met with MGM MIRAGE CEO Terrence Lanni on Tuesday. MGM MIRAGE's concerns may come from Thaksin's statement in August support of a move to legalize casinos to increase revenue and reduce the government's fiscal deficit and debt.

Thailand has posted a fiscal deficit over the past five years, with the gap between spending and income expected to be around 140 billion baht ($3.2 billion) for the fiscal year ended Sept. 30.

As for Las Vegas-based MGM MIRAGE, the company will be a venture that can expand its business from Thai Thais and international tourists, who had 10 million international visitors last year. The company missed out on obtaining one of three casino licenses offered by Macau in February after the former Portuguese colony ended a 40-year gambling monopoly of big man Stanley Ho.

The Thai government said that casinos must gain public support before they can be allowed to operate legally. Religious groups have protested when previous administrations raised the idea. The only legal forms of gambling in Thailand are horse racing betting and a state lottery.

Casinos in neighboring Malaysia, Cambodia, and Myanmar are attracting Thai tourists who are not legally allowed to gamble in the country. Legalizing casino gambling may also help reduce corruption, which is a pledge made by the government.

Separately, Corporate Mexico reported that a new federal gaming law may be approved in December that allows legal casinos to take advantage of the huge gambling market currently run by hundreds or even 1,000 secret casinos in Mexico.

"Casino will also aim to contribute to the region's economic and social development, and is expected to help expand tourism, earn more foreign currency, and create jobs," the publisher said.

And in Japan, about 500 local officials, lawmakers and TV personalities joined Tokyo Governor Shintaro Ishihara at a mock casino last week to promote Tokyo's plan to introduce gambling facilities, Nikkei Business News Service reported.

For the City Hall casino, Tokyo ordered Konamisa to bring in 39 slot machines from Las Vegas and Australia. The Japanese video game giant is Japan's leader in the casino business, and has been licensed to produce and sell slot machines in Nevada since 2000.

The idea, which started in Tokyo, is now making its way into the heart of Japan, Nikkei reported. The city of Atami in Shizuoka Prefecture set up a joint government-private committee in July to attract casinos.

Akita Prefecture has set up a similar organization. Nearly 10 local governments, including Miyazaki and Okinawa prefectures, which are looking to use the facilities of the failed C-Gaia resort, have expressed interest in casinos. A meeting of lawmakers has also been formed within the Liberal Democratic Party to promote casinos. 바다이야기

Despite a number of challenges, including changes to existing legislation, expectations are growing that Japan's introduction of casinos will become a reality due to government-led efforts, Nikkei said.
